Where the final cost depends on assessment, the page can explain what affects it. GDC standards also expect patients to be given clear information about costs. Transparency supports compliance and bookings alike.

Can a dental website advertise a free consultation?

It can, provided the consultation costs the patient nothing at all and any conditions are stated clearly. That's what the ASA expects of any 'free' claim. If the free appointment is a short initial chat and the full assessment is charged, the page should say so. Being specific about what's included tends to attract patients who are more likely to go ahead.
